ASPURC is the health insurance organization of the staff of the National University of Río Cuarto. Like many institutional organizations, it operated with traditional administrative processes: in-person authorizations, manual validations, phone-based consultations, and fragmented systems.
The challenge was to centralize management into a digital platform accessible to both healthcare providers and members. The system had to resolve two distinct but connected needs: allowing providers to authorize low-complexity services digitally, and giving members clear access to information about their consumption, appointments, coverage, and financing options.
We designed and implemented a web system with user authentication, role-differentiated access, and dedicated panels for each profile. Providers gained the ability to authorize medical services directly through the platform, eliminating the need for members to visit the office for low-complexity authorizations. Members received a unified view of their personal information and available services.
The focus was on simplifying processes that previously required physical presence or administrative intermediation, while ensuring the system remained accessible for users with varying levels of digital familiarity.
“The technological challenge behind 'Salud y Gestión' was massive: we had to integrate electronic health records, pharmacy management, messaging-based satisfaction surveys, and a billing engine for cost recovery, all on a single platform. Thanks to this development, we now provide local governments and municipalities with a comprehensive ecosystem that handles everything from medical records and appointment scheduling to billing and georeferenced health mapping. The Plum team managed to transform highly complex operations into an intuitive tool that allows municipalities to generate genuine revenue. The quality of the development and our seamless workflow allowed us to go to market with an outstanding product. ”
Aspurc Online was developed in 2016 and remains the foundation of the current system (v3.0), maintained and extended internally by the institution's team.
